INSTRUCTION NAME: LOOP (beginning of LOOP)
DESCRIPTION: This instruction marks the beginning of a DCP in the FST. Each loop must have
only one PCA associated with it. LOOP must be the first function in each loop in the FST. The SVA
and SVD inputs remain unchanged.
